WASHINGTON - It remains unclear whether Congress will support the
Bush administration's request for an initial $550 million to help
Mexico and other Latin American countries beef up their law enforcement
and militaries in the fight against drug cartels and other organized
crime. The proposed aid package, known as the
"Merida Initiative," has been hailed by the White House and Mexican
President Felipe Calderón as "a new paradigm" of law enforcement relations between the United States
and Mexico.

WASHINGTON -- The sudden release this week of a U.S. intelligence
assessment that said Iran halted its nuclear weapons program some four
years ago appears to have deepened the rift between U.N. Security
Council members over whether the international community will continue
pursuing stiffer economic sanctions against Iran. In recent
weeks, Russia and China had shown signs that they were
leaning toward accepting new punitive measures toward Iran. But all that appears to have changed.

WASHINGTON -- Across the world, "America may be less well
regarded today than at any time in its history," according to a report
issued last week by a bipartisan group of politicians and foreign
policy experts. But "it is not too late to reverse these trends, even
in the Arab and Muslim World," the report found. The report calls on the next president to increase U.S. commitment to the United Nations, reinvigorate U.S. alliances, and change the perception that the U.S. ignores some international law.

WASHINGTON -- How did the world's most powerful body of lawmakers
come to feel compelled to register a position on atrocities committed against Armenians during the disintegration of the Ottoman Empire, an event that happened
almost a century ago? By some accounts, the answer is simple: lobbying. Many observers claim that the Armenian lobby is one of the most powerful in Washington. Influential Armenian-Americans counter that Congress has taken up the issue because of morality, not politics.

WASHINGTON -- The Iranian government formally charged three
American citizens as spies and propagandists this week, prompting vigorous reactions in Washington, first from the Bush administration,
then the Woodrow Wilson International Center for Scholars, where one of
the Americans heads the Middle East Program. Calling
the detention of scholar Haleh Esfandiari "an affront to the rule of law and
common decency," Lee H. Hamilton, the Wilson Center's president and
director, said the "message to the Iranian government is simple: Let
Haleh go."
