U.N. Global Counter-Terrorism Strategy

In September 2006, the U.N. General Assembly adopted the U.N. Global Counter-Terrorism Strategy, calling for universal adherence to the U.N.'s counterterrorism conventions. Among other things, member states resolved to "consistently, unequivocally and strongly condemn terrorism in all its forms and manifestations, committed by whomever, wherever and for whatever purposes, as it constitutes one of the most serious threats to international peace and security." They also agreed to "cooperate fully in the fight against terrorism, in accordance with . . . obligations under international law, in order to find, deny safe haven and bring to justice, on the basis of the principle of extradite or prosecute, any person who supports, facilitates, participates or attempts to participate in the financing, planning, preparation or perpetration of terrorist acts or provides safe havens."
