This monograph argues against the effectiveness of the U.S.'s Merida Initiative as a means of tackling the issue of Mexican drug cartels. The author argues that this initiative is too superficial and doesn’t get to the root of the problems that fuel the drug trade. He recommends instead "a more creative and encompassing approach to the drug trade" that uses measures to attack the problem from all sides: through social, economical, as well as political factors.
