The focus of this paper, put out by the U.S. Army War College, is on how to include culture in strategy and policymaking. According to the author, doing so will help the U.S. to better formulate its foreign policy and better deal with regional issues, specifically pertaining to the Iraq and Afghanistan wars.

Excerpt from the paper: "Cultural proficiency at the policy and strategic levels means the ability to consider history, values, ideology, politics, religion, and other cultural dimensions and assess their potential effect on policy."
