COP28: Nearly 200 countries at this year’s U.N. Climate Change Conference agreed to a deal that calls on all nations to “transition away” from fossil fuels “in a just, orderly and equitable manner,” although it does not include an explicit commitment to phase out fossil fuels, which more than 130 countries had pushed for.
