Jorge Moreira da Silva is executive director of UNOPS, the U.N. agency for operations, which offers infrastructure, procurement and project management solutions. He has more than 25 years of experience working on climate change, energy and environment in the public and development sectors, including as director of the Development Cooperation Directorate of the OECD in Paris; Portuguese minister for the environment, territorial planning and energy; and a member of the European Parliament.
