Philip A. Berry is a visiting research fellow at King’s College London, where he specializes in international drug policy. He was previously a counternarcotics official at the U.K. Home Office. He is the author of “The War on Drugs and Anglo-American Relations: Lessons from Afghanistan, 2001-2011.”
