Samuel Ramani is a tutor of politics at the University of Oxford and associate fellow at the Royal United Services Institute, or RUSI, in London. He is the author of “Russia in Africa” and “Putin’s War on Ukraine,” which were published by Hurst and Oxford University Press in 2023.
