Sarah Chayes, a senior associate at the Carnegie Endowment for International Peace, is author of “Thieves of State: Why Corruption Threatens Global Security.” She lived and worked in Afghanistan from 2001-2011 and served as special assistant to the chairman of the Joint Chiefs of Staff.
