Negotiations to form a coalition government in Germany broke down this week, leaving Chancellor Angela Merkel, and the country, in a state of suspended animation two months after an inconclusive general election. The possible ways forward include Merkel continuing as chancellor at the head of a minority government, or new elections. Opinion polls, however, suggest that a fresh round of voting would do nothing to significantly alter the electoral outcome or resolve the current impasse, opening what could be an extended period of political uncertainty in a country long known for its stability. After President Donald Trump withdrew the United States from the 12-nation Trans-Pacific Partnership in January, the trade deal’s remaining members resolved to carry on without their biggest partner. Earlier this month, at a meeting in Vietnam, they agreed to new core terms, despite the last minute vacillation by Canada’s prime minister, Justin Trudeau. During his marathon visit to Asia, the longest by a U.S. president in over 25 years, Donald Trump at least demonstrated to American allies and partners that he is not going to ignore the region. Following up on the Obama administration’s promise to regularly send high-level U.S. officials to major Asian summits to demonstrate Washington’s regional commitment, Trump attended the summits of the Asia Pacific Economic Cooperation and the Association of Southeast Asian Nations.
