Indian External Affairs Minister Salman Khurshid visited Tehran last weekend to attend the 17th meeting of the India-Iran Joint Commission. Though the most surprising outcome of the visit was the agreement on a common diplomatic initiative for resolving the Syrian crisis, a number of other agreements, including for the expansion of the strategically important Chabahar port on the Arabian Sea, signal a closer alignment on a more critical geopolitical interest that the two sides share: ensuring long-term stability in Afghanistan. Friday’s ministerial meeting in Almaty, Kazakhstan, of the Istanbul Process will bring together representatives of 14 regional countries and 16 others to discuss efforts to stabilize Afghanistan in the aftermath of the 2014 withdrawal of Western forces from the country. As the drawdown nears, regional powers are growing increasingly worried. Russia, India, Pakistan and China recognize that the departure of Western forces could allow a resurgence of the Taliban, threatening Afghanistan’s economic and political development and spreading ripples of insecurity throughout the region. Afghanistan’s President Hamid Karzai was in Qatar this weekend to talk with the emir, Sheikh Hamad bin Khalifa al-Thani, and other officials about establishing an office of the Afghan Taliban insurgents in Doha. Proposals for such an office, designed to create conditions favorable for peace talks, have been under discussion for more than a year. But Karzai is seeking further safeguards to prevent the Taliban from using the office as a propaganda front or mobilization center.
