Eleven months ago, with little fanfare, U.N. Secretary-General Antonio Guterres appointed a High-Level Panel on Digital Cooperation, co-chaired by Melinda Gates of the eponymous Bill and Melinda Gates Foundation and Jack Ma, founder of Chinese e-commerce giant Alibaba.
